Between 2003 and 2006, the Programme for Reincorporation and Civilian Life (PRVC) focused on the individual, providing psychosocial care, services and benefits in order to repair and prepare demobilized combatants for the reintegration process. In 2006, based on the high rate of collective and individual demobilizations, the Presidential High Council for Reintegration was created and became a long-term program with the support of the Disarmament, Demobilization and Reintegration (DDR) process. Alta Consejería focused on providing opportunities through the reintegration route with benefits and strategies for sustainable living in civility. (ARN, 2017). Under the presidency of Juan Manuel Santos, in 2011 the High Council was replaced by the Colombian Agency for Reintegration (ACR), responsible for strengthening the implementation of the reintegration policy. Based on the peace process with the Revolutionary Armed Forces of Colombia (FARC), the ACR modified its functions and structure to end the conflict and build a stable and lasting peace.
