    Diagnóstico y lineamientos estratégicos de las tecnologías de la información y la comunicación de la Universidad del Tolima

    This graduate thesis presents the diagnosis of information and communication technologies (ICT) that support the development processes of the University of Tolima, identifying strategic IT guidelines that constitute an input for the development of the strategic plan for information and communication technologies (PETIC); that consequently allow the integration of the ICT as a strategic differentiator in the University of Tolima. The result of the characterization of the ICT that support the mission processes is established as a base document, from which the technological integration model and improvement strategies of said processes can be defined, supported by the information systems of the institution. Defining in this way the future work from this research project, leading to the development of the PETIC, establishing actions to improve the technological platform that support the institutional strategies of the university, being supported in ICT as competitive tools. The research carried out addresses the diagnosis of ICT at the University of Tolima, based on a verification of the current state of the technological infrastructure, evaluating the level of obsolescence of ICT, the review of institutional documents relating to the IT strategy at the university and the evaluation of the maturity of the IT government, based on the IT4+ reference framework prepared by the Ministry of Information Technologies and Communications of Colombia (MINTIC).

    With this research work an alternative solution was proposed to the problems presented by the companies of the Construction Sector of social interest housing in the process of design and construction of the projects, for which an Integrated System was designed based on the Project Excellence Model (PEM) model and the ISO 21500 Project Management Standard, supporting the technical construction part in the current Seismic Standard, NSR 10, in such a way that a Project Management Model was generated that allows the evaluation of compliance with constructive process of social interest housing. The Project Excellence Model (PEM) "is a model that allows to measure and improve the projects of any organization, stimulating continuous improvement through innovation and learning. It emerges as an adaptation of the EFQM European Foundation Quality Model (European Foundation for Quality Management), a method that works as a tool or system to measure quality in a company ". (Diana L. Gutiérrez F., 2014, page 1) ISO 21500: Guidelines for Project Management and Management, was published in September 2012, and aims to improve the maturity of project management of all types including construction projects. According to this, this research work contributes to improve planning in the housing construction process, modeling processes and procedures at the level of excellence through the use of the PEM model and ISO 21500, and thus strengthening the construction companies of the Tolima Region.

    Diseño de un sistema de control de procesos para la dirección de espacio público y control urbano adscrito a la secretaria de gobierno en la ciudad de Ibagué

    The design of the process control system for the DIRECTION OF PUBLIC SPACE AND URBAN CONTROL ADDRESSED TO THE SECRETARY OF GOVERNMENT, was developed in the municipality of Ibague, based on the need for real estate development as evidenced by the most recent study (IGAC 2018) on property values in properties with a residential destination in the city. These approaches show a huge gap between the control of construction / urban planning licenses as an important factor for the constructive development of a city and the control that should be over these new licensed buildings and new works without any type of license. The document specializes in defining standards to carry out the processes that correspond to the construction of works in a legitimate manner and according to urban planning in the city of Ibague. It also guarantees an order to be followed by citizens to have efficiency and agility in the processes, corresponding to building licenses and urban planning of their properties.

    Diseño, implementación y validación de un algoritmo de geolocalización de alta precisión para un vehículo de navegación terrestre tipo Rover de la Universidad de Ibagué

    This thesis shows the design, implementation and validation of two high precision geolocation algorithms for a land vehicle of the University of Ibagué. This rover is designed to be used in projects related to precision agriculture, a line of research in which the D + TEC group is currently working. The document illustrates two alternatives that were developed to achieve the implementation of a position and orientation estimator for the aforementioned rover. The first alternative consisted of the design of a two-stage algorithm that integrates a Kalman filter assembled with an adaptive Kalman filter in the first stage and allows merging the data obtained from an Inercial Measurement Unit housed in a navigation card Navio2 with encoder data installed on the axes of the rover wheels. The output of this stage feeds the second stage of the algorithm, developed through a Kalman filter integrating the data of a GPS and magnetometer installed also in the rover. The second alternative that was also implemented was a two-stage algorithm that integrated an extended Kalman filter with an adaptive one in the first stage and a conventional Kalman filter in the second stage merging the same data from the sensors mentioned in the first alternative. Finally, the results obtained are shown and a detailed analysis of what is found in each designed algorithm is made.

    La corporación de crédito Contactar ofrece para sus clientes además del servicio de microcrédito, un portafolio de servicios no financieros que son catalogados como el valor agregado y factor diferenciador ante la competencia. Estos servicios gratuitos son capacitaciones, asesorías y asistencia técnica en diferentes temas que aporten al manejo de las microempresas. Sin embargo, se está presentando un problema el cual se clarifica en el presente trabajo, y es la baja demanda de los ya mencionados servicios. Por lo tanto, el propósito es aumentar dicha demanda, teniendo en cuenta la importancia de que la empresa cumpla con sus estrategias de responsabilidad social corporativa, tema que fue consultado en esta investigación que fue realizada por medio de una encuesta que arrojo que los clientes no estaban accediendo a estos servicios debido a la falta de información y conocimiento acerca de que la empresa los brinda. Este estudio de mercado también arrojo que, si es de interés para el cliente acceder a estos talleres, de esta manera se propone una reestructuración de la estrategia de comunicación implementada para dar a conocer estos productos y la oferta de un nuevo producto no financiero. De esta manera se concluye la importancia de la implementación de la responsabilidad social corporativa por parte de las empresas y aún más la publicidad de sus acciones como medio de posicionamientos, al igual que la importancia del mercadeo como estrategia para brindar experiencias, motivaciones y ambientes a un cliente más que el ofrecimiento de un producto o servicio.

    Evaluación de las tazas de café mediante el método honey en contraste al método húmedo, en búsqueda del mejoramiento de la calidad de la Finca Versalles

    The objective of the present investigation, the application of the Design of Experiments (DOE) tool was determinant, the Taguchi technique was chosen, in which control factors were considered such as fermentation time, type of drying, percentage of humidity of the coffee, and the response variables were analyzed, which in this case was the sensory analysis of the cups of coffee resulting from each experiment. From the result of the Design of Experiments 18 cups were obtained to which the sensory analysis was carried out, of which 1 of the cups obtained a high score, surpassing the result of the sensory evaluation of the cup that is currently produced at Versalles Farm. Therefore it is concluded that, for the Design of Experiments designed in the present investigation, the factors and levels that most influenced the winning cup were: the altitude of the coffee should be above 1,700 meters above sea level, the coffee should contain 100% of the mucilage, that is to say, the coffee should not be subjected to the fermentation stage, and the coffee should be dried directly in the sun. Regarding the percentage of humidity of the bean, the coffee should be evaluated with the conditions previously described and establish if the cup is better with a coffee at 13% humidity or 9% humidity, since this difference is presented between the result obtained in the sensory analysis and the statistical analysis.

    Garantías Convencionales en la aplicación de la sanción de separación temporal del cargo del servidor público de elección popular en el Procedimiento Administrativo Sancionatorio Fiscal en Colombia

    Este artículo es el resultado de un ejercicio investigativo que tuvo como propósito establecer criterios normativos que posibiliten el cumplimiento de las garantías convencionales frente a la sanción de separación temporal del cargo del servidor público de elección popular, en el marco del Procedimiento Administrativo Sancionatorio Fiscal en Colombia. El estudio siguió un enfoque cualitativo, utilizando los métodos analítico y hermenéutico, dentro de la perspectiva dogmática del derecho no positivista y con una técnica de revisión documental exploratoria. La principal conclusión a la que llega con esta investigación es que en Colombia no se reconocen plenamente los preceptos jurisprudenciales emanados de la Corte Interamericana de Derechos Humanos y este no reconocimiento está ligado fundamentalmente a un cuestionamiento en torno a la legitimidad democrática de las decisiones judiciales de organismos extra-estatales.
