It was initially carried out from the latent problems, and it was mainly determined the inadequate management of organic waste that is not being used. This study was developed in the social market place la 21, in the city of Ibagué during the months of March and July of this year, time in which the appropriate and necessary information was collected to carry out the analysis and answer the research question and comply with the approved objective. As a result of this research, it was found that the main factors that cause the inadequate management of organic waste start from the bad practices that are carried out in the separation of the source, the lack of environmental education on the part of the merchants and administrators. Therefore, a proposal for a waste management model as a strategy for continuous improvement to be implemented as a means to the optimal use of these in the social market place la 21.

The objective of this study is to formulate a feasible alternative for the use and generation of value for the tires used in the city of Ibagué, which is answered through a multi-criteria method accompanied by an expert consultation. The responses received show that the best alternative is a crushing plant, this in terms of marketing, investment, environment and complexity of the process. Given the results obtained, it was decided to design a plant that not only commercialized the recycled rubber granule (GCR), but had a product based on this material such as rugs, taking into account that the manufacture of GCR and Decorative rugs are a solution that reduces pollution and the harmful impact generated by the accumulation of this residue.
