An atypical case of urban morphology study in Latin America(Cogent Social Sciences, 2019-03-19) Ospina-Tascón, Juan José; Velandia Silva, César Augusto; Peñaloza Kairuz, EduardoThe municipality of Honda (Tolima—Colombia) is located at the convergence of the rivers Magdalena, Gualí River and Quebradaseca. Its geographical location constitutes a key structuring node for regional development in the Colombian historical context. Since its origins, prehispanic Honda has been configured in an atypical way to the other Latin American cities then traced over with the imprint of the Spanish checkerboard. The goal of the study is to recognize the relevance of the Magdalena River, its tributaries and the geomorphological conditions of the place as relevant elements in its urban transformation closely related to the environment. Primary sources as historical archive, literature and planimetry referring to settlement and colonization processes are investigated, which is then contrasted with current cartography and satellite images that provide new graphic and theoretical material. City of Honda heritage, declared as an asset of national interest by culture law for its preservation, still requires to building its history about city implications with the nature-culture linkages of land-water landscape.

In addition, Indagare magazine has decided to grant a space to those who have started on the path of academic writing, a space dedicated to recording teams and research groups experiences from Universidad de Ibagué.

Revista Brasileira de Gestão Urbana, 2021-11-29) Velandia Silva, César Augusto; Ospina-Tascón, Juan JoséThe article is intended to highlight the origins of regional geographic thinking in Colombia and to explain the dynamics involved in the challenges of regional planning in the twenty-first century, currently materialized in the Planning Administrative Regions (RAP). The research aims to contribute to the knowledge and interpretation of the challenges presented by applied associativity from the perspective of geographic science (human and cultural) and to investigate the ethnocultural origins of the regional forms of organization and policies that spatially influence the Colombian territory. This spirit remains in the process of concretization of the RAPs, which the authors attribute to Fals Borda in "La insurgencia de las provincias" (1988). These are discussed given the need to rescue the natural-cultural bases for the sustainability of the territory and social innovation. The process initiated by Fals Borda culminates with Law 1962 of 2019, which establishes the basis for the construction of the Territorial Entity Region (RET).

From that, it proposes a social agenda to encompass, validate and improve the components with communities and, finally, identifies specific key issues for management, based on strategies and tools for participation with communities, so that social groups assume their responsibility in the valuation of the landscape. This work represents the first approach developed about the appreciation of the coffee region’s cultural landscape of Tolima and provides the clues for the management of key aspects for the conservation of the site.

Revista Brasileira de Gestão Urbana, 2018-05-11) Velandia Silva, César AugustoUnder the premise on how public policy can contribute to decision-making on the consolidation of the urban-regional system, physical-productive integration, connectivity and social mobility in the Department of Bolivar, Colombia, from its planning with a horizon of 50 years, the study determines strategic recommendations necessary for its competitive positioning before more developed regions in the country. The study intends to visualize territorial planning based on integrating elements such as the culture, geographic characteristics, economic vocation and infrastructure of the Bolivarian territory, based on its great wealth, but a great affectation for the violence of the Colombian conflict, and the forget about centralized development. Based on an integral vision of the department, a long-term perspective means an opportunistic vision supported on transversal and inclusive elements of the territory, leading the discussion towards the feasible application of adjusted prospective planning methodology, and even continental scales of vision in which the region registers but whose processes are very questionable.

- PublicaciónSólo datosTechnique as function of memory: heritage values and revaluation of habitat and the landscape in Ambalema, Colombia(VITRUVIO - International Journal of Architectural Technology and Sustainability, 2020-06-12) Aponte García, Gloria; Peñaloza Kairuz, Eduardo; Ospina-Tascón, Juan José; Velandia Silva, César AugustoThe present work is framed in two notions: 1) that in the habitat all scales are interdependent, and 2) that it is necessary to integrate knowledge from various disciplinary origins, for a better understanding of the current world and for the achievement of more responsible actions. This approach is particularly applied to the field of conservation and restoration of natural and cultural heritage. Recent exercises are brought to explain the specific case of Ambalema, Tolima, Colombia, with emphasis on specific actions carried out by the University of Ibagué through its North Tolima Architecture Lab, Ambalema headquarters. Since the declaration of the historic center of Ambalema, as a national monument in 1980, and mainly in the course of the twenty first century, both from the academy and from civil society, efforts have been carried out to maintain and enhance the cultural heritage values of this place of recognized historical importance in Colombia. In this case, the historical review exceptionally transcends the usual assessment of the colonial, or postcolonial, by going back in time to find the true material and technical roots in pre-Hispanic practices. The consequent deterioration of the passage of time calls for interventions, which, if not careful and attentive to the patrimonial importance of the context, may become a reason for the gradual deterioration of the historical Ambalema related value. Simultaneously, it is crucial to combat disinterest on the part of the population, by motivating and inviting them to participate in the practical exercises that are being carried out in that municipality. This approach has been successfully applied in the actions mentioned. The physical works carried out on site by the aforementioned architectural lab are detailed here, as well as the participation achieved by groups of local inhabitants in the activities accomplished. The full coherence of this material work is taken advantage of, as a point of convergence of the concepts indicated above, to obtain applicable lessons and new theoretical-practical perspectives on: technique as function of memory.
- PublicaciónSólo datosThe cultural landscape of coffee in Tolima, Colombia: heritage assessment, sustainability and management(Journal of Cultural Heritage Management and Sustainable Development, 2021-10-05) Velandia Silva, César Augusto; Diab, Mark C.Purpose The purpose of this paper is to determine the basis for a management agenda for the Tolima Coffee Cultural Landscape (CCLT) in Colombia. To this end, a delimitation model has been developed. However, the approach taken to institute the agenda of the CCLT, as a comprehensive academic and policy-based theme, is based on the formulation of a social agenda that supports its construction. Design/methodology/approach A theoretical framework is proposed that addresses the sociocultural complexities of the Tolima cultural landscape. This is based on an ethnohistorical approach that elucidates the development of this landscape as a collective construction of pre-Hispanic origin. Therefore, this investigation has been perceived through the theoretical and conceptual framework of the cultural landscape concept and the unique historical and cultural phenomenon that help to define all landscapes. More specifically, the authors have demonstrated the close links that exist between nature and culture, requiring increasingly accurate methods in order to adapt the landscape definition to the specific Latin American context, rather than adhering to the institutional framework proposed by UNESCO. Findings The assessment methods currently in use support the interpretation of a set of qualitative and quantitative attributes inherent to the Tolima region. However, additional methods still remain similar to those of the Coffee Cultural Landscape of Colombia (CCLC) that has already been inscribed on UNESCO's World Heritage List. The CCLC is considered to be a representative landscape—or “type” landscape—that “mirrors” the CCLT. Taken as a whole, this theoretical construction combined with the official designation allows local communities to understand the spatial phenomena of the CCLT. This will have the effect of enabling communities at all levels, from local government to landholders and farmers, to authorize its existence and allow for its continuing development and governance. The additional approval for further academic research, combined with the totality of these elements, also has the added effect of empowering communities, their economic future and their cultural interests. Originality/value The management agenda that the authors are proposing may form the beginning of regional policy initiatives that reflect a positive strategy for highlighting the value of cultural heritage, thereby ensuring the protection of cultural properties and landscapes and allowing for a more sustainable environment and livelihood for its occupants.
- ÍtemAcceso abiertoLa valoración patrimonial del paisaje cultual cafetero del Tolima, retos y estrategias para su conservación y apropiación.(Identidades: territorio, cultura, patrimonio, 2019-03-25) Velandia Silva, César AugustoEl proyecto de investigación “Paisaje Cultural Cafetero del Tolima”, pretende identificar el paisaje cultural como bien de interés cultural de esta región en Colombia. Se propone el desarrollo de una puesta en valor de los atributos del paisaje y de sus enlaces naturaleza-cultura. Primero, debido a su pertinencia para el conocimiento y la apropiación de la cultura regional y segundo, debido a que la investigación científica aplicada a una región de alta calidad productiva agrícola a nivel nacional, es desconocida. Lo anterior permitirá formular estrategias en atención a las implicaciones del paisaje ante el ordenamiento territorial, la variabilidad climática, la sostenibilidad ambiental, la gestión del riesgo, las actividades turísticas y el relevo generacional de jóvenes que ya no quieren ser caficultores. Asimismo, el paisaje cultural se muestra, como el escenario idóneo para acoger los procesos de cohesión y reconstrucción del tejido social de las comunidades en el marco de la Paz.
